We are looking for a Campaign Manager, a Communications Officer, two regional Community Organizers and a Legal and Policy Advisor.

We are seeking candidates who are excited to make an initial commitment of at least one year to this work. Salary and benefits are competitive for professional level positions in a mid-sized social justice group based in the Philippines.

No Burn Pilipinas is an alliance of civil society groups advocating for Zero Waste, and calling on the Philippine government to uphold the ban on waste incineration. The vision ensures that the health and well-being of communities are safeguarded and the environment protected.

The Philippines has an existing ban against waste incineration. However, this ban has not stopped incinerator industries as well as national and multilateral/international aid development agencies from promoting incineration. Proposals for incinerators and “waste-to-energy” incinerators (WTE) have been on the rise in the Philippines in the past several years. The country has an existing progressive waste law, which, if implemented properly, can propel the Philippines on the road to Zero Waste. No Burn Pilipinas believes that the solution to the country’s  waste and resource challenges lie not in incineration, but in Zero Waste approaches which are proven to be effective and practical, aside from being good for the climate, human health, the environment and the economy.

(1) CAMPAIGN MANAGER
We are looking for a No Burn Pilipinas Campaign Manager who will act as the focal point in coordinating the network’s efforts in stopping the entry of incineration facilities in the country.

Reporting to the No Burn Pilipinas Steering Committee, and working closely with the network membership, the Campaign Manager will have the following responsibilities:

1. LEAD CAMPAIGN STRATEGY AND PROJECT MANAGEMENT

a. Lead the development, implementation and monitoring of a robust national anti-incineration campaign strategy to stop the entry of incineration facilities in the country;
b. Track ongoing policy and general developments, trends and discussions around incineration, energy, climate and waste issues and ensure these are reflected back into the campaign direction;
c. Oversee

• the development of materials, campaign and communication strategies and tools to increase public understanding of the harmful effects of incineration;• the implementation of a national legal strategy that will support the campaign;
• the network’s movement building activities in identified key national battlegrounds;
• Preparation and submission of mid-year and terminal narrative and financial project reports.

2. ENSURE NETWORK COORDINATION

a. Ensure constant coordination within the network as a whole throughout the implementation of the campaign and its activities;
b. Support members’ ongoing work relevant to anti-incineration and build linkages, strengthen partnerships and open opportunities for collaboration and support between members, affected communities and other stakeholders;

3. MONITOR PROJECT BUDGET

a. Budget and monitor project expenditures; and

4. MANAGE PROJECT STAFF

a. Oversee the management of the No Burn Pilipinas campaign team, and lead the implementation of team and project deliverables.

5. OTHER RESPONSIBILITIES

a. Perform other responsibilities related to the implementation of this campaign, as necessary.

ESSENTIAL QUALIFICATIONS:

• At least five (5) years of successful experience in a campaign coordination capacity with a community-based organization, a people’s movement organization, environmental justice organization, or environmental organization
• Experience in staff management and project management
• A passion for environmental justice, grassroots social change, and in building relationships and collaboration with frontline communities, grassroots groups and other organizations
• Strategic thinker with demonstrated skills in analyzing political, environmental, and social trends in the region, and developing campaigns that are multi-faceted and decentralized
• Demonstrated experience in and knowledge of climate and energy policy campaigns
• Excellent networking skills and proven track record in uniting diverse opinions, facilitating conflict resolution and working with teams and people from different cultures and nationalities around a common agenda and plan
• Excited about working with a broad civil society alliance
• Highly computer literate and comfortable with new media technologies and extensive use of online communication
• Fluent in English and Filipino
• Systematic and goal-oriented – in it to win it!

DESIRED QUALIFICATIONS:

• Experience with rapid response campaigning and ability to respond quickly and strategically to new developments.
• Knowledge of national, regional and/or international political and financial institutions, with a particular focus on how to influence entities involved in infrastructure development (and especially waste and energy projects).
• Strategic planning and facilitation skills
• Strong research skills

(1) COMMUNICATIONS OFFICER

We are looking for a Communications Officer to lead the development and implementation of integrated communications strategies, and ensure high quality media and social media outreach in pursuit of No Burn Pilipinas’ (NBP) national program.We are looking for a Communications Officer to lead the development and implementation of integrated communications strategies, and ensure high quality media and social media outreach in pursuit of No Burn Pilipinas’ (NBP) national program.

The incumbent is responsible for the following:

1. LEAD THE DEVELOPMENT AND IMPLEMENTATION OF COMMUNICATIONS STRATEGIES

● Lead the development and implementation of, and drive, integrated communications strategies and communications plans, in close coordination with the NBP program team as well as the NBP network’s program and communications focal points.
● Provide communications counsel and direction to program and campaign plans. Proactively identify opportunities within program and/or campaign plans for producing strategic, effective and high-impact content.
● Ensure coordination within the NBP program team, and with network as a whole throughout the implementation of communications strategies.
● Manage agreed communications messaging for key campaign and organizational audiences.

2. BUILD AND MANAGE MEDIA RELATIONS

• Proactively provide media-related counsel and direction the NBP program team and network to ensure high quality media outreach that is aligned with agreed communications strategies, internal brand guidelines, and network agreements.
• Coordinate and organize NBP’s traditional media-focused activities. Plan both proactive and reactive media relations, including media events and responses to media inquiries as required. Provide necessary logistical media and/or communications work around events and activities.
• Develop and maintain strong relationships with print, broadcast and online journalists, editors and other news decision-makers via media visits, informal briefings, media forums, information provision, etc. in order to encourage them to view NBP and its network partners as credible providers of environmental news and commentary.
• Develop, maintain and continuously update a database of media contacts in print, radio, TV, web news, and other media outlets, both at the national and local levels, in coordination with community organizers and network communications focal points.

3. LEAD MEDIA MONITORING AND ANALYSIS

• Perform regular media monitoring and analysis and advise program and campaign teams on relevant news items. Provide these teams with media-related analysis significant to program and campaign goals and strategies.
• Generate mid-year and yearly media reports and analysis.

4. DEVELOP AND DISSEMINATE COMMUNICATIONS MATERIALS

• In close coordination with the NBP program team and network focal points, and in alignment with agreed communications strategies, conceptualize, write, edit and distribute effective communications materials such as (but not limited to) press releases, external and internal QAs, talking points, briefing papers, brochures, reports, feature stories, photos and videos, social media content and other campaign and organizational materials.
• Coordinate lay-out, printing and publication of various campaign materials into high quality creative and user-friendly products that are aligned with agreed communications strategies and internal brand guidelines.
• Maintain NBP’s communications resource center, including the archiving of all visual, print and other communications materials.

5. COORDINATE WITH CONSULTANTS, FREELANCERS AND SUPPLIERS

• Manage communications consultants, such as social media specialists; manage freelancers such as editors, writers, designers, photographers and videographers; and coordinate with suppliers such as printing companies, etc.

6. LEAD TRAINING AND DEVELOPMENT

• Organize and conduct media and communications training for NBP program team, its member network and community partners. Build staff skills in writing, editing, messaging, and conceptualizing communications materials. Keep NBP program team abreast of communications and messaging guidelines.

7. MONITOR COMMUNICATIONS BUDGET

• Budget and monitor expenditures related to the function of the Communications Officer.

8. OTHER RESPONSIBILITIES

• Performs other related duties as assigned by the supervisor.

ESSENTIAL QUALIFICATIONS:

• At least three (3) years of experience in developing and implementing communication strategies, and in media relations work
• A strong understanding and knowledge of Philippine media, as well as key media markets;
• Collaborative team‐player with strong interpersonal communication skills and demonstrated experience in working with people from different cultures and nationalities in the region;
• Demonstrated capacity for issue analysis, and strong writing and public speaking skills including advanced skills in communicating complex issues to the public;
• Highly computer literate, and experienced with new media technologies and social networking tools;
• Fluent in English and Filipino (ability to speak or write in other regional languages a plus);
• Demonstrated ability to turn projects around in a timely manner, maintain attention to detail, and adhere to deadlines;
• Passion for social and environmental justice, and a commitment to communications strategies which elevate the work of our grassroots membership and create space for communities to speak for themselves; and

DESIRED QUALIFICATIONS

• Experience with grassroots organizing or networking strongly preferred.

We are looking for two No Burn Pilipinas Community Organizers to be based in Cebu and Davao who will act as focal points in coordinating the network’s efforts in stopping the entry of incineration facilities in the country.

JOB PURPOSE AND DUTIES:

The Community Organizers will build relationships with LGUs, residents, NGOs, grassroots groups and other stakeholders in Visayas and Mindanao to propagate No Burn Pilipinas’s advocacy and promote community action in these regions.
Reporting to the No Burn Pilipinas Campaign Manager, the Community Organizer will:

• Lead community outreach and recruit volunteers, supporters and organizational partners to participate in advocacy activities and opportunities;
• Assist in the design, development and implementation of on-the-ground engagement strategies, action plans, programs and activities, and prepare the workplan for the same;
• Assist in the development of local and national campaign and outreach strategies by providing sound analysis of the local situation;
• Recruit and train volunteers to support the implementation of community-based activities;
• Support the organization and coordination of community fora, trainings, meetings and events, including agenda development, outreach to participants and facilitation, as necessary;
• Help develop and coordinate online and offline communications outreach materials for local stakeholders;
• Establish close ties with partners, local officials, private sector representatives and media;
• Support the coordination of regular general membership meetings, including agenda development, outreach to committee members, and facilitation as necessary; and
• Ensure close program coordination with national campaign counterparts;
• Provide local admin and logistical support to the national network, and manage budgets, as necessary.

ESSENTIAL QUALIFICATIONS:

• At least two (2) years of proven experience in community organizing, preferably on environmental justice issues (expertise in waste, pollution, and climate issues preferred but not required).
• Strategic thinker with demonstrated skills in situation analysis and employing multi-faceted campaign and outreach strategies.
• Familiarity with environmental justice principles and practices, especially in building relationships and collaboration with frontline communities, local government units and national government.
• Highly proficient in the knowledge and understanding of public policy issues, particularly in the Visayas and Mindanao regions
• Strong writing and public speaking skills, with an ability to simplify messages and communicate complex issues to the public.
• Strong inter-personal communication and listening skills.
• Systematic, goal oriented and detail oriented in the operational phase. Able to successfully direct a project and/or a program from conception to completion.
• Strong passion for environmental justice
• Must speak local language

DESIRED QUALIFICATIONS

• Knowledge of national and local political institutions, with a particular focus on how to influence entities involved in waste, chemicals and energy development projects.
• Strategic planning and facilitation skills.
• Tertiary qualification in a relevant field.
• Highly computer literate, and comfortable with new media technologies and extensive use of online communication (primarily e-mail, social media, Skype and other online tools).
• Ability to work in a team and able to multi-task

(1) LEGAL and POLICY ADVISOR

We are looking for a Legal Advisor who will help develop and implement the network’s legal campaign strategy.

Job purpose and dutiesThe Legal Advisor will lead NBP’s strategic and tactical legal initiatives, and provide legal advice and guidance on campaign strategies and activities.

Reporting to the No Burn Pilipinas Campaign Manager, the Legal Advisor will:

• Help develop NBP’s legal strategy to complement and strengthen the network’s campaign and advocacy efforts;
• Provide sound legal and policy analysis and advice on matters related to NBP’s campaigns and advocacy;
• Draft policy papers, position papers, legal opinions and other related materials;
• Review and provide substantive input to reports, briefing papers, media materials, etc;
• Represent NBP at meetings on legal issues;
• Provide technical legal assistance, including drafting comments/recommendations to laws/regulations; and preparing legal documents for cases that will be undertaken; and
• Carry out other tasks as needed

• Law degree and license to practice in the Philippines
• At least three (3) years previous experience as a winning legal counsel in a campaigning organization or people’s movement
